BAMAKO, Mali (AP) — When handling the garbage of a city of over 3 million people and equipped with little more than a face mask and gloves, it helps to have a sense of humor. Yacouba Diallo decided to name the two donkeys that pull his cart after his cousins, Keita and Kanté.

Hauling garbage in Mali's capital, Bamako, can be otherwise grim. The city more than doubled its population in recent years and struggles to manage its waste. Piles of garbage dominate some streets.

Indonesia and Australia have finalized a new bilateral defense treaty that will enhance the neighboring nations’ ability to operate their militaries in each other’s territory. Tuesday's agreement was reached after president-elect Prabowo Subianto, who also serves as Indonesia’s defense minister met with Australian officials at Parliament. The Indonesian president's overnight Canberra visit was his first to Australia since he was elected president in February. He is set to be inaugurated in October. The bilateral relationship is becoming increasingly important to Australians in face of growing tensions with China. New Australian prime ministers typically make Jakarta one of their first overseas destinations.

‘Hitting kids should never be allowed’: Illinois bans corporal punishment in all schools

Illinois will soon become just the fifth state in the nation to prohibit corporal punishment in all schools. Legislation that Gov. JB Pritzker signed into law this month bans physical punishment in private schools while reiterating a prohibition on the practice in public schools, first implemented 30 years ago. The law takes effect in January. Illinois will join New Jersey, Iowa, Maryland and New York in prohibiting paddling, spanking or hitting in all its schools. Chicago Democratic Rep. Margaret Croke was inspired to take up the issue after the American Association of Pediatrics’ updated call to end the practice. Seventeen U.S. states allow some sort of corporal punishment in all schools.

Weeks after floods, Vermont businesses struggling to get visitors to return

Two bouts of flooding in July has hampered businesses and destinations in an economically depressed section of northeastern Vermont, with some still closed as they continue to repair damage and others urging visitors, who were deterred by the weather, to make the trip. Kingdom Trails, a popular destination for mountain bikers in Burke, draws tens of thousands of visitors a year. But the flooding that washed away roads and bridges and damaged homes and trails has deterred some visitors. Businesses and destinations in the region are picking up the pieces with some still closed in nearby Lyndonville as they continue with flood repairs, while others want to get the word out that they are very much open.

Mary Peltola faces 11 challengers in Tuesday's primary, including Republicans Nick Begich and Lt. Gov. Nancy Dahlstrom. Dahlstrom is endorsed by former President Donald Trump. Under Alaska’s open primary system, the top four vote-getters advance to November’s ranked choice general election. Peltola, Begich and Dahlstrom are the only candidates to have reported raising any money.

A magnitude 5.3 earthquake shook parts of Pakistan and the Himalayan region of Kashmir early Tuesday, panicking residents. There were no immediate reports of damage, officials said. The epicenter of the quake was in southwestern Kashmir, a predominantly Muslim region that is divided between neighboring India and Pakistan, both of which claim it in its entirety. According to the National Seismic Monitoring Centre in Pakistan’s capital, Islamabad, the depth of the tremors was 20 kilometers. Shaking was felt across much of Pakistan, including Islamabad, some areas in the eastern Punjab northwestern Khyber Pakhtunkhwa provinces bordering Afghanistan. A magnitude 7.6 quake in 2005 killed thousands of people in Pakistan and Kashmir.

This time, Obama is the 63-year-old elder statesman eight years removed from serving two terms as the nation's first Black president. And he will be making the case for another historic figure: Vice President Kamala Harris. Democrats say they expect Obama to balance aggressive attacks on Republican Donald Trump while boosting Harris.

Officials familiar with the negotiations say Israel wants a lasting military presence in a buffer zone along the Gaza-Egypt border and in an area Israeli forces carved out to cut off northern Gaza from the south. It’s unclear whether Israeli control over these areas is part of a proposal the U.S. has called on Hamas to accept to break the cease-fire impasse. U.S. Secretary of State Antony Blinken said Monday that Israel had agreed to the proposal, without saying what it entails.

U.S. futures were slightly higher while oil prices fell. The S&P 500 rose 1% Monday for its eighth-straight gain, its longest winning streak since November. It's back within 1% of its record set last month. The Dow Jones Industrial Average gained 0.6%, and the Nasdaq composite added 1.4%. Treasury yields held steady ahead of a highly anticipated speech on Friday from Federal Reserve Chair Jerome Powell. Almost everyone expects the Fed to cut rates at its next meeting in September. Powell could give hints on how many cuts will come and how quickly.

A special commission tasked with investigating the deadliest mass shooting in Maine history is slated to release its findings on Tuesday after months of emotional, often tearful, public hearings. Maine Gov. Janet Mills assembled the independent commission in the wake of the Oct. 25 mass shooting, carried out by an Army reservist, that killed 18 people at a bowling alley and a bar and grill in Lewiston. The commission first met nine months ago and has held numerous hearings with victims’ families, law enforcement, Army personnel and others. The commission is holding a news conference about the release of the report at Lewiston City Hall at 11 a.m.

A German federal court will announce its verdict on the appeal of a 99-year-old woman who was convicted of being an accessory to more than 10,000 murders for her role as a secretary to the SS commander of the Nazis’ Stutthof concentration camp during World War II. Irmgard Furchner took her case to the Federal Court of Justice after her conviction in December 2022 by a state court in Itzehoe in northern Germany. The court will make a ruling on Tuesday. She was accused of being part of the apparatus that helped the camp function. The state court gave her a two-year suspended sentence.

The talk format Donahue established in 1967 and kept up for nearly 30 years eventually spawned scores of imitators including Oprah Winfrey, who would knock him off his perch as the king of daytime. His show gave many Americans their first exposure to issues like feminism, gay marriage and sexual harassment. Winfrey overtook him in the ratings in the mid-1980s but “Donahue” would go on for another 10 years. And Donahue praised Winfrey for raising “all boats” on daytime TV due to her success.
